     The Federal Assembly of Russia - the Parlament -
is the legislature
of the Russian Federation.
     It consists of two chambers: 
the Federation Council and the State Duma.

FEDERATION COUNCIL OF THE RUSSIAN FEDERATION
FEDERATION COUNCIL OF THE RUSSIAN FEDERATION Special powers that accorded only to the Federation Council are:
1)  Approval of changes in borders between subjects of the Russian Federation;
2)  Approval of a decree of the President of the Russian Federation on the introduction of martial law;
3)  Approval of a decree of the President of the Russian Federation on the introduction of a state of emergency;
4)  Deciding on the possibility of using the Armed Forces of the Russian Federation outside the territory of the Russian Federation;
5)  Declaring of elections of the President of the Russian Federation;
6)  Impeachment of the President of the Russian Federation;
7)  Approving the President's nomination of judges of the Constitutional Court of the Russian Federation, of the Supreme Court of the Russian Federation, of the Higher Arbitration Court of the Russian Federation;
8)  Approving the President's nomination of the Attorney General of the Russian Federation;
9)  Appointment and dismissal of the Deputy Chairman and half of the auditors of the Accounting Chamber.

STATE DUMA OF THE RUSSIAN FEDERATION
STATE DUMA OF THE RUSSIAN FEDERATION The State Duma has special powers. They are:
1)  Consent to the appointment of the Prime Minister of Russia;
2)  Deciding the issue of confidence in the Government of the Russian Federation;
3)  Hearing annual reports from the Government of the Russian Federation on the results of its work, including on issues raised by the State Duma;
4)  Appointment and dismissal of the Chairman of the Central Bank of the Russian Federation;
5)  Appointment and dismissal of the Chairman and half of the auditors of the Accounts Chamber;
6)  Appointment and dismissal of the Commissioner for Human Rights, who shall act according to the Federal Constitutional Law;
7)  Announcement of amnesty;
8)  Bringing charges against the President of the Russian Federation for his impeachment (requires a two thirds majority).
